摘要:	本文以全球在地接軌的角度，審視全球化趨勢下智利地區區域經濟的結構性轉變。分析時選用在智利外國人直接投資作為全球化經濟活動的主要媒介（carrier），以不同時間序列下的外國人直接投資分佈，了解全球化經濟活動在智利形成的空間結構特性，及其變化過程。二十世紀的90年代外國直接投資迅速發展，探究90年代外資流動大幅增加之因，最主要是因為大多國家開始採行新自由主義經濟政策，並對於FDI採取保護與提昇的措施；許多的開發中國家與轉變中經濟體降低了外國投資人進入當地產業的限制或是將先前對FDI限制與不開放的企業施予私有化。外國直接投資對於地主國而言，不僅是資本的供應者；另一方面，更是技術、市場行銷策略、管理方法等等各種有形、無形資產的引進者。本論文則分析了墨西哥近年來的外國直接投資結構變化的重要特徵，特別就墨西哥經濟動態變化以及整合進入世界工業秩序的過程中，外國直接投資所扮演的角色。歐洲聯盟（European Union）基於地緣政治及歷史因素之考量，對外經貿關係的發展基本上呈現出層級性的特色，對歐盟而言，地大物博人口眾多的拉丁美洲不僅具有高度的經貿利益，也是其在全球均衡佈局爭取友誼以提升歐洲影響力的成長夥伴。歐盟加緊對智利的投資與貿易，主要目的也在於使自己在與美國的競爭中處於有利地位。外商直接投資與全球自由經濟的發展密不可分，朝向全球經濟發展的洪流其力量因自由經濟政策被實行而更宏偉巨大。上一世代反對自由經濟意識的東歐國家紛紛將國有企業私有化、更開放市場、外商直接投資與貿易障礙益加去除，在可見的未來幾十年智利將建立強而有力的國家經濟，將進一步的與歐盟合作，更有利於全球企業的發展。 This study surveys the structural transition of the regional economy in Chile under the globalization tendency. The FDI status is used as the carrier for analyzing the globalization economic activities. The distribution of the FDI under different time series revealed how the global economic activities had influenced the spatial structure in Chile. Foreign Direct Investment has increased sharply during 1990’s in 20th century as most countries began to realize Neoliberlism economic policies and adapted a serious of incentive policies to encourage FDI’s inflow. Moreover, many developing countries and transition economies started to lower the limitation for FDI to enter in the local industries, meanwhile the authorities also privatilized some industries and sectors which were protected previously. Foreign direct investment, accompanying with the rising of multinational enterprisers becomes the main power of economic development. For host country, it is not only the supplier of capital sources, but also the introducer of tangible or intangible assets such as technology, marketing strategies and methods ofmanagement, etc.The main purpose of this thesis is to analyze the characteristics of the structural change of FDI during these years in Chile, especially the role of FDI in sectoral dynamic change and in the process of being integrated into the international industrial order. In addition, it also analyzes how the multinational enterprises impact the Chile industrial structure and how to promote international competitiveness in the outward orientation strategy and how to increase employment opportunities to help the economic development in Chile. Based on geopolitical and historical consideration, the EU’s external relation development presents a hierarchical characteristic.Since 1990s, because of the transition in global, regional and national conditions, EU begins to strengthen the political and economic relationship with LA. The main purpose for the EU stepping up the investment and trade with Chile lies in making itself in the favorable position in the competition with USA. Convincingly, foreign direct investment flows into Chile has devoted to a significant contribution and influence. Following the billow of globalization accelerated by more liberal market economy, should Chile continues to promote foreign investment inflows but concentrating intensively on high-tech industries, constantly to improve infrastructure, cease from the intermittent political disquiet, then Chile can be foreseen as an a vigorous stakeholder of emerging economy in the global village.
