摘要:	隨著中共經濟蓬勃發展，對能源的需求越來越大。目前能源已成為影響和制約中共經濟發展的重要因素，中共的能源戰略也正面臨著重大轉型。而轉型的關鍵在必先解決兩大難題，一為如何在經濟發展中找到更充分的能源供應，另一為如何提高能源使用效率，減少資源損耗。因應中共能源問題，中共能源戰略勢必要轉型，其方向應為將節約能源和提高能效作為基本國策、大力調整和優化能源結構及實施石油安全戰略。過去幾年，中共經濟以驚人的速度成長，也使得中共從自給自足的能源體系逐漸轉向為仰賴進口能源的國家。為了滿足快速增加的能源需求及經濟成長，中共近年來即不斷積極全球尋找能源供應來源、參與能源投資開發，以確保其國內能源安全。因此，在確保國家能源安全之能源政策規劃主軸下，能源成為國際戰略及政治外交之重要籌碼。是以，近年來中共大力開展政治、外交、軍事及經濟等手段之能源外交，推動與國際政經情勢密不可分得能源合作，此舉不但牽動世界能源進出口國間的競合關係，也讓全球能源結構進一步重組。中共能源需求在經濟發展帶動下快速成長，未來消費量難以再壓縮。國際代表性機構預測到2020年中共石油消費仍將成長一倍，但尚有潛在因素很可能使其需求遠超過此量，如此勢將使其石油進口大幅成長。台灣戰略位置重要，兩岸關係特殊，台灣安危深刻影響區域之穩定與和平，追求區域和平發展亦應積極加強軍備因應未來可能衝擊，若區域穩定受到破壞將影響包括兩岸之亞太各國繁榮發展。 The demand of energy for the PRC raises more and more along with its prosperous economic development. Nowadays energy has become the important factor which influences and controls the economic development of PRC, and thus its energy strategy also faces the major transformation. The key of transformation is to figure out two difficult problems. One is to find more sufficient supply of energy for the economic development. The other is to raise the efficiency of energy use and to decrease its waste. Therefore, PRC must transform its strategy for the energy problem. The direction is to take energy saving and efficiency rising as basic national policy, to actively adjust and improve energy structure, and to implement petroleum safety strategy. In the past recent years, the economic development of PRC has grown with surprising speed, and thus PRC transforms from a self-sufficient energy system to a country which depends on energy import. In order to satisfy the rapidly increasing demand of energy and economic development, recently PRC has searched actively the source of energy supply in the world and invited them join the energy invest to ensure its national energy safety. Thus, under the energy strategy which ensures national energy safety, energy becomes the important counter of international strategy and political diplomacy. In the past recent years, PRC has actively launched the energy diplomacy which combines politics, diplomacy, military and economy, and has pushed the energy cooperation which closely connects to international political and economic situations. It not only influences the relationship of competition and cooperation between the countries which import and export energy in the world, but also re-organizes further the global energy structure. The demand of energy for the PRC has been growing rapidly along with its economic development,and the future consumptive amount will be very hard to compress.The international representative energy institutions forecasted that in the year 2020, PRC''s demand for petroleum will be doubled its present volume, yet, there are still implied factors which may make this amount to be exceeded by far.Under these circumstances,the import of Petroleum will definitely grow largely.Taiwan is located in an important strategic position,and such special relation between both sides of the Taiwan Strait is also difficult to deal with. Thus,Taiwan''s safety deeply affects the stability and tranquility of this region.In order to seek for the peaceful development in this region,the armaments must be actively reinforced,and ready to respond the possible impact in the future.IF the regional stability is interrupted, that dangerous situation shall not only affect both sides of the Taiwan Strait,but also will certainly influence on the prosperity and development of all other countries in the same region.
