飛機的出現造成海軍發展與制海權理論的重大改變，並大幅改變戰爭的型態。而解放軍海軍之建軍由軍事變革的角度同時展現了文化規範、戰略與政治、新科技三要素的影響，促使解放軍採用完全不同於國府時期的建軍路線。 在後冷戰時代中共由於經濟發展的成功帶來了充足的資金進行軍備的更新，而其中海、空兩軍受益最大，而軍力的提升亦使中共的海軍戰略發生改變，使中共的武力投射範圍大幅擴張，然而此舉亦造成周邊地區國家的反應，促使東亞與印度洋區域隱隱行程新一波的軍事衝突。 解放軍航空制海戰力在未來仍將持續發展，解放軍海軍將持續維持其「近海防禦」的海軍戰略，除空軍外，解放軍海軍航空兵仍將是一支以陸基飛機為主的部隊，即便中共決定發展航空母艦，此種趨勢也不會改變。 Since the invention of airplane, the naval war and maritime theories have gown multiple changes, and has also altered the organization of navies. The building of PLA Navy has shown the affects of three elements –Political, Strategy, and technology, and Led PLA Navy to choose a different approach from ROC Navy. Since the end of Cold War, the PLA Navy and Air Force have enjoyed the bulk of resource allocations of China’s defense expenditure growing at double-digit rate. The expansion of military forces has changed the PLA’s navy strategy, and extended the capability and range of the force projection. But it also makes other countries around China in the east and southeast Asia decided to increase their military forces, so new arm-races in the west Pacific and the Indian Oceans are budding. In the future, The PLA air services sea control capabilities will most likely keep growing. Besides the PLA Air Force, the PLA Navy Air Service will maintain a land-based air force even if PLA Navy decides to build aircraft carriers, this direction should remain.
