摘要:	在地球這座三度空間的圓球體裡，我們習於透過平面的地圖來了解我們所處的位置與世界其他地方的相對關係，地圖除了為微觀的個人服務，也建構個人對於社會體系的認知。即便平面的地圖與我們所處的圓球體三度空間之呈現方式顯然在本質上是完全不同的，而杰佛里．帕克仍認為從事國際關係的研究時，地圖不僅被視為不可或缺的工具，且唯有透過分析政治地圖方能了解地緣政治。 2004年時任之教育部長杜正勝以一張古老的橫躺台灣地圖，作為從事歷史文化研究的新思維。橫躺的台灣地圖即成為近年來最具爭議的一張政治地圖，亦為本文研究建構台灣新地緣戰略觀之基礎想定。鑑於，台灣地緣政治之研究迄今尚未有一涵蓋個體、區域及全球綜觀的全面性研究出現，於是本文嚐試透過帕克從事地緣政治研究時所歸納的三個分析層次來進行探討。從微觀個體層次透過橫躺的台灣地圖作為發想，分析台灣在形塑心理地圖及建構個體層次之地緣戰略觀時所面臨之認知衝突的探討作為始點，以勾勒出個體層次之心理地圖，再擴大至區域層次之地緣戰略觀建構。台灣所處的亞洲地區糾結於太平洋兩岸「亞太主義」與「東亞主義」間的競合，而其中影響台灣區域地緣政治發展的莫過於分居主導地位之美國與中國－其各自於亞太區域性地緣戰略之擬定，因此更加重台灣作為浮動砝碼之地緣戰略價值。此外，全球層次之地緣戰略觀之建構，已逐步朝向將人類空間視為共同的行動場域－即將地緣政治空間視為一個「整體」的分析。本文便是透過依序之三個層次之分析探討，整合建構出「三位一體」之台灣新地緣戰略觀。 While living in this three-dimensional spheroid of the earth, we are used to interpreting our position and the relative relation of other places of the world by the flat map. The map serves individuals and also constructs their cognition of the social system. Even though the flat map is in essence different from the three-dimensional spheroid we are in, Geoffrey Parker still considers the map indispensable in the research field of international relations. Only through analyzing the political map can we understand geopolitics. In 2004, former Minister of Ministry of Education, Tu, Cheng-Sheng, used an ancient map of Taiwan “lying sideways” to present a new way of thinking in history and culture study. The map of Taiwan lying sideways has become the most disputed political map in recent years, and it is also the foundation of building the neo-geostrategic view of Taiwan in this research. In view of the geostrategy study of Taiwan having not yet a comprehensive panorama, this thesis tries to discuss that through the three analysis levels that Parker proposed in his geostrategy study. This thesis starts from a micro individual level of the map of Taiwan lying sideways, analyzes the cognitive conflicts confronting Taiwan while molding the mental map and constructing the geostrategic view of the individual level, and then expands to constructing the geostrategic view of the regional level. Asia area, where Taiwan is, is entangled in the two competitive forces of Asia-Pacificism and East-Asianism, coming respectively from two sides of Pacific Ocean. What influences the development of Taiwan regional geopolitics most are the two dominant forces, the United States and China, which respectively proposes its Asian-Pacific regional geostrategy, increasing Taiwan’s geopolitics value as the floating weight. In addition, the construction of geostrategic view of the global level has already moved towards regarding the human space as the common area of action, that is, an analysis regarding the space of geopolitics as “holistic”. The thesis, after analyzing and discussing the three levels sequentially, integrates and constructs the trinity of neo-geostrategic view.
