    摘要: 隨著新科技革命在世界範圍內蓬勃興起,大量新技術用於軍事目的,在以信息技術為核心的高技術戰爭成為主要的作戰型態。高技術局部戰爭是指大量運用信息技術、新材料技術、新能源技術、生物技術、航天技術、偽裝與隱形技術等當代高、新技術水準的常規武器裝備,並採取相應的作戰戰法,在一定地區內所進行的戰爭。隨著太空技術的發展,太空利益的爭奪已成為世界上強權國家維護國家安全和利益至關重要的關鍵項目,以信息技術為基礎的軍事事務革命所依賴的先進技術,主要在於信息的收集、處理、分析和傳輸的領域,太空技術使得這些領域的技術產生了革命性的變化,而太空技術也是太空部隊執行太空戰的重要支撐。

    中共致力發展航太技術,分別從其科技能力、衛星及載人航天工程建設、二砲部隊、「天軍」發展的限制與突破等不同的面向探討其遂行高技術局部戰爭的能力,藉此評估中共是否具備達成打贏高技術局部戰爭的目標。以「戰略研究」途徑,藉由觀察及研究中共「天軍」之發展,引證並推測其運用太空戰力於高技術局部戰爭之能力。以質性分析為主,戰例研究為輔,客觀、務實評估,彌補只以現代化軍力評估之不足處,故以傳統文獻研究與歷史研究並重,經分析、綜合與歸納等方式,評估其「天軍」之發展成效並預測未來能力,希望獲得較客觀而具有前瞻性的結果。

    科技能力的快速進步、衛星網路的建立,對中共傳統武器的整合已逐漸產生效能,目前中共的航天科技與建立完善的BMC4ISR系統還有極大的距離,但中共絕對有想掌握現代化戰爭所需的戰場管理能力的企圖,也是未來評量中共是否完備邁向信息條件下局部戰爭能力的重要指標。從全文的分析中,以「天軍」的發展解釋成果,提出研究心得與發現。並「以敵為師」希對我未來於台海作戰時可作為參考,提供一個未來思考方向及持續關注與研究的重要課題。
    Following new technologies revolution rise in the world, a great deal of new techniques apply on military aspect. High tech local war means a war which to be limited in certain area and make use of a great deal of normal weapons and equipments which applying information tech, new material tech, new energy resource tech, bio-tech, space tech, and camouflage and invisibility tech etc. And adopt corresponding operation tactics in certain area. Following the development of space technique, space interest has become critical event which power country fight for defending national security and interests. The Main part of Revolution of Military Affairs (RMA) is collecting, processing, analyzing, and delivering information technology. Space technologies make those techniques produce revolutionary change, and space technologies also are important support of executing space warfare.

    This paper observes the ability of high tech local war from several aspects such as technology ability, satellite and manned spacecraft development, ballistic missile troops, limitation and breakthrough of space force etc. to evaluate whether PLA can reach their goal of winning a high tech local war. Using strategy approach to observe and research the development of “Space Force”. Using qualitative analysis mainly, and quantification analysis to be auxiliary, to assess the actual ability status of PLA high tech local war objectively and pragmatically, hope to supplement the present estimate. So equally emphasize the traditional documents and history research, evaluate the development of space force and predict the future potential by synthetically analysis, generalization ways. Hope to acquire an objective and forward-looking result.

    High speed progress of high tech, establishment of satellite network, has affected the integration of traditional weapon gradually. It also has a large gap from establishing complete BMC4ISR system, but PLA absolutely have the ambition to have the ability of modern battlefield management. It also is an important pointer to estimate whether PLA reach the goal of winning a high tech local war. Review all, I hope the finding and thinking of “learn lessons from enemy” can provide a future thinking ways, and as a reference on future strait warfare research, and it must be very important issue which need to concern continually in the future.
