    Title: 普魯士統一戰略之研究(1862-1871):以行動戰略分析

    Abstract: 德意志帝國的建立是西方近代國際政治上具有決定性意義的重要事件,而普魯士政府在1862年9月-1871年1月近十年之間的政治和軍事戰略指導,更是極具戰略研究價值的研究主題。對於普魯士1862-1871年戰略指導的研究,國內外較缺乏以戰略理論為架構,較具系統性的研究成果。有鑑於此,本文試圖運用法國戰略學家薄富爾(André Beaufre)行動戰略理論具系統性的戰略思考程序、戰略行動分析以及行動自由的觀點,研究分析普魯士1862-1871年之間在戰略目標設定、戰略路線選擇和戰略行動運用各方面的表現。在研究分析的架構之中其具體的目的則為:

    1. 理清1862-1871年之間普魯士政府政策、戰略路線選擇的思維脈絡。
    2. 分析普魯士政府的總體戰略行動模式和其下的外交、軍事領域運作戰略運用。
    3. 以行動自由的視點綜合分析普魯士政府在1862-1871年之間的戰略指導。

    本論文之研究架構概分為四章,各章內容概要如下:

    第一章:在本章的第一節中,筆者將檢視普魯士在1815年維也納會議中的領土兼併和其造成各方面的重要影響。在本章的第二節中,筆者則探討分析普魯士在1849-1850年間德意志領導權衝突中遭遇重大失敗的原因。

    第二章:本論文在此章將分析普魯士戰略優勢於1850-1860年代的確立。在本章的第一節中,筆者將檢視德意志關稅同盟架構的建立、擴展和其造成的重要影響;在第二節中,則將檢視普魯士軍事權力的成長。在本章的第三節,筆者將檢視、探討1851-1862年間的國際戰略形勢轉變。

    第三章:本論文在此章將試圖重建普魯士戰略決策者1862-1871年之間的德意志統一進程中戰略指導的思維架構,依此將普魯士政府總體戰略路線劃分為兩個時期:1862-1866年的終極政治目的設定為控制北部、中部德意志區域;1866-1871的終極政治目標設定則為統一德意志全境。。

    第四章:本論文在此章首先將使用行動戰略理論中戰略行動模式的概念分析普魯士政府1862-1871年之間運用間接戰略和直接戰略的狀況。其次則引借「孫子四求」的概念,以行動自由的觀點綜合評估普魯士政府1862-1871年之間的戰略成就。
    The establishment of German Empire was a decisive event in the history of western world. The political and military strategy of Prussia in the period from 1862 to 1871 is worthy of strategic studies. This thesis uses the theory of strategy of action of André Beaufre. The thesis analyze the selection of strategic objects and strategy lines, and the use of strategic actions with the systematic strategic approach and the viewpoints of freedom of action. The aims of the thesis are as follows :
    1. Analyze the context of thought in the selection of policy and strategy lines of Prussia.
    2. Analyze the total strategy and the operational strategy in the fields of diplomacy and military of Prussia.
    3. Analyze the conduct of strategy of Prussia from the viewpoints of freedom of action.

    The thesis is consist of four chapters in additional to the preface and the conclusion. The main ideas of each chapters are as follows :
    Chapter 1 :
    Discuss on the effects of the territorial gains of Prussia in the arrangement of the Congress of Vienna (1815). Analyze the reasons of the diplomatic failures of Prussia in 1850.
    Chapter 2 :
    Discuss on the establishment of the strategic advantage of Prussia in 1850s and 1860s, including the rise and its effect of the German Zollverein, the strengthen of military power, and the change of international strategic situation.
    Chapter 3 :
    Rebuilt the structure of thought of strategic decision-makers of Prussia on the conduct of the unification of Germany.
    Chapter 4 :
    Analyze the use of strategic actions of Prussia in the direct and indirect strategy with the concept of the mode of action, and the strategic achievement of Prussia with the concept of the four kinds of pursuit of Sun Tzu.
