摘要:	2003年的美伊戰爭不但掀起了一場新軍事事務革命的風潮，也打響了一場人類戰爭史上空前的「輿論戰」。而面對全球化時代的來臨，世界各國必須共同解決全球性的非傳統安全問題，中國就藉著這種國際合作的趨勢，順勢提出了「和諧外交」戰略，並且以「輿論戰」作為其在國際場域上的操作工具，以達成塑造國家形象及實現崛起的目的。因此本論文採取「文獻分析法」為研究架構，並藉由2005年中國反日示威遊行、2008年314西藏事件以及512四川強震事件，來分析中國輿論戰對和諧外交的影響。本論文之研究章節如下：第一章：緒　論第二章：中國輿論戰發展沿革第三章：中國「和諧世界」概念的演變第四章：中國「和諧世界」的外交戰略第五章：中國和諧外交的輿論操控第六章：結　論本論文獲得結論如下：一、中國當前提出和諧外交戰略的主要目的，在於消弭中國威脅論的疑慮，並且重塑中國良好的負責任大國形象。二、中國的外交政策正逐漸轉變成以軟權力為主的「和諧外交」戰略，並且以輿論戰作為其在國際場域的操作工具。關鍵字：輿論戰、傳播理論、和諧外交、軟權力 2003 American and Iraqi war not only has raised a new military affair revolution, also has opened "the public opinion war" in human war history. facing globalization time approaching, the countries must solve the global non- tradition security problem together, China on the affiliation this kind of internationalcooperation tendency, took advantage of opportunity proposed "the harmonious diplomacy" strategy, and by "the public opinion war" took it on the international field territory operation tool, achieved molds the goal which the national image and the realization rose. This dissertation take "document analysis" approach as the method,and the affiliation analyzes the influence of China’s Public Opinion War to the Harmonious Diplomacy by China’s Move to against Japan in,314 Tibet event and 512 Sichuan macroseism event in 2008. This dissertation is composed of six chapters as following: Chapter 1:Intoduction Chapter 2:The China’s Public Opinion War develop and evolution Chapter 3:The China’s "harmonious world" concept evolution Chapter 4:The China’s "harmonious world" diplomatic strategy Chapter 5:The China’s harmonious diplomacy public opinion holds Chapter 6:Conclusion Finally, there are some conclusions drawn from this dissertation: 1.China current proposed the harmonious diplomatic strategy main goal, lies in extinguishes the anxiety which China threatens discusses, and remolds the Chinese good responsible great nation image. 2.China''s diplomacy is gradually transforming to "the harmonious diplomacy" strategy by soft power, and takes it by the Public Opinion War in the international field territory operation tool.
