    摘要: 我國身為一個主權獨立之國家，但是卻無法享有一個主權國家應有之權益與待遇，在國際外交場合處處受限，而主要的外交障礙當然是來自中共。為了突破外交困境，政府各部門竭智盡慮地，用盡各種方法，希望能拓展我國的外交活動空間。然而，長久以來，擺在眼前的現實是，政府之間的正式外交關係，我國甚難有所突破，反之，由民間非政府組織進行的「第二軌道」外交卻有豐碩之成果。
    從國際社會的角度來看，受到全球化的影響，國際問題日益複雜，除了政治與軍事問題外，環保、人權、醫療、社會等各類問題不一而足，且交互影響，使得國家與政府備感吃力，而且無法獨立解決相關問題，因而使得非政府組織（NGOs）參與國際事務的機會增加。
    我國從80年代開始發展非政府組織，經過多年的發展，有相當的成果，但也有許多待改進之處。
    因而，本文從全球化與全球治理的角度，探索我國非政府組織的發展歷程，並針對我國政府部門與非政府組織間的互動進行檢視，期能對我國運用非政府組織力量擴大國際參與之作為提出建言。
    When discussing international relations, we may find that there are many other actors as well as nations and governments. One of the important actors in the international community is Non-governmental Organization (NGO). With the development of globalization, the NGOs have more chance to involve international affairs. Many countries, such as Taiwan, regard NGOs as an important role in foreign affairs.
    Reviewing the history of R.O.C’s striving to take part in the international community, we may find the fact that the official approach is difficult. However, the non-governmental organizations (NGOs) in R.O.C show a delightful way to participate international society.
    When governments of R.O.C have been trying hard to maintain diplomatic relations with other countries, NGOs show a brilliant accomplishment in substantial relations with other countries or NGOs.
    Therefore this thesis would discuss the NGO’s development in R.O.C, the relations between NGOs and government and the efficiency of expanding international space with NGOs.
