Abstract:	「九一一」恐怖攻擊事件後，美國藉反恐之名將其政治與軍事力量加速投入中亞地區，形成中共與中亞地區友好合作關係的一項重大變數，而「九一一」恐怖攻擊事件後藉由各外部因素在中亞的政治、經濟和軍事需求，亦加速中亞五國與美、俄、中等大國雙邊與多邊合作關係發展，並利用各大國勢力在中亞的競逐心態，有利於中亞各國在這些相互制衡的大國勢力中，鞏固發展自身的國際政治地位與經濟實力。因此研究結論認為，中亞五國掌握「九一一」恐怖攻擊事件所帶來的戰略機遇，對外政策的調整必然會以其自身所面臨的國家戰略形勢來制定，據以獲得國家利益最大程度的實現；而中共「軟硬兼施」的大戰略亦逐漸在中亞國家交往中握有主導權，就連俄羅斯對此也備感威脅，且中共正刻意加強此合作態勢，因中亞目前仍是美國所無法完全掌握的地區，與中亞國家關係抱持正向良好的目標發展，減輕來自美國及西方安全壓力的緩衝地帶並維持戰略平衡，對於中共「反圍堵」美國的大戰略來論，亦是極為有利的。 After the 911 Incident, The American affiliation instead fears great soldier its politics and the military force acceleration invests the Central Asia region, Forms the Chinese Communist Party and a Central Asia region friendship and cooperation relations significant variable, But after the terror attack the affiliation by each exterior factor in central Asia politics, the economy and the military demand, also accelerates the central Asia five countries and American, Russia, medium great nation both sides and the multilateral cooperation relations development, consolidated develops own international political status and the economic potentiality. Therefore the research conclusion believed, five Central Asia states grasp the strategic opportunity which the "911" Incident brings, the foreign policy adjustment inevitably can by the national strategy situation which its own faces formulate, according to obtains the national interest greatest degree the realization. The Chinese Communist Party "uses both persuasion and threats" the big strategy also gradually grasps in the central Asian nation contact has the leading power, Russia regarding this also prepares the feeling threat, also the Chinese Communist Party sedulously is strengthening this cooperation situation, because the central Asia at present was still an area which US is unable completely to grasp, embraces with the central Asian nation relations to the good goal development, reduces is balanced from American and the western security pressure intermediate area and the maintenance strategy, "instead surrounds" US''S big strategy regarding the Chinese Communist Party theory, also is extremely advantageous.
