    摘要: 中共一直把「航天戰略」作為國家整體發展戰略的重要組成部分。不論從全球戰略角度或國家利益分析，北京均體認到太空利益的爭奪，已成為世界上強權國家維護國家安全和利益至關重要的關鍵項目。然而，就政治、經濟、軍事、科技或是國家戰略面向，「衛星導航定位系統」都具有極高的應用價值，對維護國家利益具有重大意義。目前，全球四大衛星定位系統－美國「GPS」、俄羅斯「GLONASS」、歐洲「伽利略」和中共「北斗衛星」導航的格局逐漸顯現，而這四大系統各有千秋。因此，本研究的目的為從政治、經濟、軍事與科技等面向予以檢視，審慎探討分析中共「北斗衛星」虛實，並進行客觀之評估，以及對於我國國家安全所造成的影響。本研究發現，中共發展「北斗衛星」的戰略意涵及虛實評估，說明了中共發展北斗衛星以追求政治、經濟、軍事與科技等四方面利益，進而發展成為一個具全球影響力的大國。
    “Aerospace strategy” has been always the vial component of China’s integrated national development strategy. No matter in terms of global strategy or the calculus of national interests, Beijing realizes that competing to dominate aerospace interests becomes a key role in maintaining national security and vial interests to great powers in the world. Thus, “satellite navigation”, with great applied values in the facets of politics, economics, military, technology and national strategy, is of great significance to safeguard national interests. Concurrently, there are four emerging satellite position systems, the GPS developed by the US, the GLONASS by Russia, the Galileo by Europe and the Bei Dou Satellite Navigation System by China, which respectively possess its own advantages and disadvantages. Therefore, the purpose of this study is to review and explore the capabilities of Chin’s Bei Dou satellite from the facets of politics, economics, military and technology. Then an assessment will be made on its impact to ROC’s national security. The study finds that China is advancing its politics, economics, military and technology interests and seeking to become a globally influential great power in the international arena after examining the strategic implications of China’s developing Bei Dou System and the assessment made on Bei Dou’s capabilities.
