摘要:	美國全球軍力重新部署調整的思維，其實早在本世紀一開始，小布希第一次就任總統之後，即由前任國防部長倫斯斐（Donald H. Rumsfeld）提出初步的戰略構想。後來因為「9.11」事件所延伸的阿富汗戰爭與伊拉克戰爭相繼開打，美國無暇顧及軍事部署調整事宜，致使此一初步構想暫時擱置。當伊拉克主要戰事結束之後，美國軍方便又著手進行經過伊戰洗禮之後的「全球軍力部署調整」。2004年8月16日小布希總統於俄亥俄州對海外戰爭退伍軍人協會的年度會議致詞中，宣佈了調整美國海外軍事力量部署的重大計劃--「全球防衛部署檢討（Global Defense Posture Review ）」。從地緣政治的角度來看，雖然美國這次全球軍力調整的重點，仍是放在被美國前國家安全顧問布里辛斯基（Zbigniew Brzezinski）所指出的「全球中心舞台－歐亞大陸」。然而；這次的重心卻已經由以往的歐洲大陸，移轉至從中東到東北亞地區的所謂「不穩定弧形地帶」，特別是東亞沿岸（從孟加拉灣到日本海）這一帶極具挑戰性的地區。台灣身處此區域的中心位置，美軍在周邊地區調兵遣將，不但全球關注，東亞各國更是反應兩極，針對「中國威脅論」、「新圍堵政策」的說法甚囂塵上。美軍在此區域的任何異動，都與台灣的國家安全息息相關，不可不察。中華民國台灣既是美國在亞太所謂「不穩定弧形帶」的台海衝突熱點所在，亦是美國冷戰防堵政策與操控東亞戰略棋局「第一島鏈」的要角。從地緣戰略層面上，瞭解美國軍力部署調整對中華民國的影響，進而發揮自我在東亞戰略價值。 The thinking of the U.S. military re-deployment around the world was initiated by U.S.states secretary Donald H.Rumsfeld from the beginning of 21st century. Later on it was postponed by the“9.11” tragedy until the end of war on the Afghanistan and Iraq. A post-war U.S.Global Defense Posture was established at the 20th Anniversary of the National Endowment for Democracy United States Chamber of Commerce Washington, D.C President Bush Discusses Freedom in Iraq and Middle East and made a remark on a grand planning- Global Defense Posture Review. From a perspective of the geopolitics, although the gravity of the U.S. military re-deployment is still located on the central Asia- the center of world stage, but it is shifting to the area of “The Arc of Instability” already. Since the Republic of China on Taiwan is on the line of the Arc of Instability and play a critical role on the area stability, any movement and strategy being proceeding will affect hugely on the national security and interest for Taiwan.
