| Abstract: | 蘇聯在一九九一年解體之後，俄羅斯所繼承的前蘇聯龐大的國防體系和軍事工業，在國防預算急速萎縮的情況之下，俄羅斯加速了軍事革新的腳步，而為了挽救軍事工業的生存以及賺取寶貴的外匯，武器的輸出也就成為了俄羅斯振興經濟的重要手段之一。
俄羅斯所生產的武器如果與西方國家生產的武器進行比較，俄羅斯的武器擁有價格優勢而且擁有高性能的優點，這也使得俄羅斯的武器再國際軍火交易市場上擁有一定的市場規模和競爭優勢，在冷戰時期，許多第三世界的國家都是使用蘇聯的武器，而在蘇聯解體之後，許多國家仍然繼續沿用這些武器，並與俄羅斯繼續進行軍火交易的關係，而中國更是俄製武器的最大使用國，不管是中國自製或是改良的武器裝備，幾乎都是以俄製武器為基礎，而印度近年來也大幅的引進俄國武器，如果從權力平衡的角度來看，武器輸出不僅僅是一項增加外匯的手段，也是擴展國際影響力的因素。
基於上述的研究動機，本論文的研究目的有下列幾項：
1.探討俄羅斯獨立之後的軍事改革情況以及俄羅斯軍事工業的困境。
2.分析俄羅斯聯邦武器輸出政策之國內影響因素以及武器輸出管理機制。
3.分析俄羅斯外交政策對武器輸出政策的影響與主要軍備轉移對象
的互動關係(以獨立國家國協、中國和印度為例)。
4.探討後冷戰時期的國際軍備管制機制與國際軍備管制機制對俄羅 斯武器輸出政策的影響。
Soviet Union Disintegrated After 1991, Russia Inherited the Former Soviet Union Huge National Defense System and the Military Industry, Under the Situation,When the Defense Budget Rapidly Withered, In Order to Save the Military Industry,and to Earn the Foreign Currency, the Weapon and Production Become One of the Priorities of the Russian
Economic Policy.
Russia Produced Weapons, have the Price Superiority, High Performance, and it Enables Russia in the International Weapon Market, During the Cold War Time,Many Third World Countries Used Soviet Weapons, and After the Disintegration Soviet Union, Many Countries Still Continue to Use these Weapon.
China is the Used Russia Weapon System Biggest Country, India also Used Russia Weapons in recently years, The Export of Arms for Russia was not Merely an Item,
But also, one of Method of the Expansion of International Influence Factors. |
