| 摘要: | 全球化可分成許多面向，包括：政治全球化、經濟全球化等。全球化的出現，改變舊秩序，產生新的國際體系。本文首先探討經濟全球化對國家的影響、發展階段，以及其錯誤認知。從歷史發展，探討俄羅斯三階段的經濟全球化。第一階段是俄羅斯帝國時期，代表人物是維特。第二階段是蘇聯時期，代表人物是史達林。第三階段從接受「華盛頓共識」開始，然而面臨政爭與金融風暴，阻礙經濟全球化的發展，所以必須加入世界貿易組織，降低國外經濟歧視，整合進入全球經濟體系。
其次，經濟安全是國家、民族經濟利益的維護與發展，是最基本的生存安全，也是國際安全的基礎。本文以學科、層次、陳述方式，將經濟安全分成三類。依照學科，分成「政治與經濟學面向」與「社會學面向」。以「分析層次」可分為「個體經濟安全」、「國內經濟安全」、「國際經濟安全」。最後，以陳述方式可分為正負面表列。本文集中探討一國的經濟安全，屬於國家與更高層次的問題。探討俄羅斯經濟安全，從參考官方文件，找尋經濟安全因素開始。另外，分析國內經濟安全是指產業衰退與經濟犯罪，國際經濟安全是指外債問題與資本外移，國內外經濟問題交叉影響經濟安全，就此勾勒俄羅斯經濟安全的雛形。
最後，探討經濟全球化對俄羅斯經濟安全的影響。將經濟全球化分為生產全球化、金融全球化、貿易全球化等三個面向，對應經濟安全也分成產業安全、金融安全、貿易安全。由於金融全球化是經濟全球化的核心，金融安全也是經濟安全最主要的部份，所以將焦點集中在影響俄羅斯金融安全的因素，本文提出金融、銀行、金融工業集團等問題是影響因素，並以金融風暴為例，很清楚表明經濟轉型國家，在面對經濟全球化的衝擊，只有發展健全的金融體系，才能維護經濟安全。
Globalization will be divided into many perspectives, including political globalization, economic globalization......etc. Globalization changes former old orders, it creates new international system. This article will discuss that economic globalization makes impacts on the nation state, the stages of economic globalization, and the myth.
This article will discuss three stages of economic globalization in Russia. The first stage is in the Russian empire, the representative is Witte. The second stage is in USSR, the representative is Stalin. The third stage when Russia accepted “Washington Consensus”. Finally, Russia face political fight and financial crisis in the third stage, these things obstruct the developments of economic globalization, so Russia must join in WTO, easily integrate into global economic system.
Economic security focus on the national security dimensions of economic policy, the other on the economic dimensions of national security policy. Economic security is the basic life security and the base of international security. The article will use subjects 、 levels and illustration to divide economic security by three parts. By using subjects, it will be divided “the dimension of politics and economics,” and “the dimension of sociology”. By using “level of analysis”, we can find “microcosmic security”、 “ domestic economic security”、 “ international economic security.” The article will discuss Russia` s economic security by using official documents and find the facts will affect Russia` s economic security. First, we will find domestic economic security is about economic cream. International economic security is foreign debt and capital flight. In this article, we will know Russia` s economic security.
There are three dimensions about economic globalization; they are industrial globalization, financial globalization and trading globalization. On the other hand, there are three parts about economic security; they are industrial security, financial security and trading security. In fact, financial globalization is the core to economic globalization. Otherwise, financial security is the key fact. This article will focus on what is the key fact to the Russia `s financial security. In my view, the key facts are financial system, banking system and financial industrial groups. Finally, take the financial crisis for example; it created negative impacts to Russia, we will know that the problems of financial system and banking system in Russia. So, if the country will open the market, we will have good financial system. |
