Abstract:	在中國政府與企業因應全球化和跨國公司的演變，在2000年開始明文實施「走出去戰略」，鼓勵有條件有實力的企業透過海外投資發展跨國經營，已成為中國經濟政策中具有戰略性、全局性和長期性的重要措施．中國企業在這轉型的過程中，除了自身問題之外，也受到政府政策的影響因素．所以本研究欲探討出中國政府政策－『走出去戰略』的內容和對外經濟政策對中國企業對外投資的影響原因和成效，並在其影響中歸納政策對企業對外發展的關聯性．本研究是採用文獻資料分析法和個案研究方法，以「中國走出去戰略」、「中國企業－跨國投資策略」、「中國企業已跨國投資成功之產業」等方面，作探討研究，並以中國石油天然氣公司和聯想集團為案例，分析中國現有的政策導向型的企業和市場導向型的企業．研究結果心得發現：一．走出去戰略　　為中國政府針對企業提出的對外經濟政策修正，健全跨國企業發展．並為了提高中國政府的戰略資源存量和國際地位，穩定中國經濟安全．二．政策對企業的影響 1.修改對外經濟政策與法規，鼓勵企業對外投資．但受到企業本身經濟規模、國際人才的不足，目前中國企業對外投資主要為國有企業、能源企業為主要． 2.目前主要發展為政策導向型企業，主要都是受到政府希望穩定戰略資源而進行的管制型行業對外投資，跨國規模發展迅速；市場導向型企業，大多為三級產業，為追求技術和海外品牌知名度，而進行海外投資．關鍵詞：走出去戰略、政策導向型企業、市場導向型企業． In accordance to the evolution of globalization and multinational corporations, the Chinese government and enterprises implemented the definite order implementation of "Strategy of going global" in the year 2000 which encourages enterprises with the proper conditions and capabilities to have administration through transnational establishments. It has now become China’s economic policy to have the most strategic, having overall coverage and long term important measure. Chinese enterprises in this reforming process, apart from its own internal problems, also received the influencing factor of the government policy. Therefore this research discusses the Chinese government policy - "Strategy of going global", its contents and the result from the foreign economic policy affecting the Chinese enterprises’ foreign investment and inducing the policy in its influence on the enterprise and foreign development’s connection. This research uses second-hand data study and case study, based on the aspects in "China’s Strategy of going global", "the Chinese enterprise - transnational investment strategy", "The Chinese business already transnational successful investment industry" and so on. The discussion research, takes on the China National Petroleum Corporation and association group as the study case, analyzing the Chinese existing policy guidance enterprise and the market direction enterprise. Research findings: 1. Strategy of going global The foreign economic policy which proposed in view of the enterprise to revise for the Chinese government, the all-round transnational enterprise is developed and in order to enhance the Chinese government’s strategic resources storage quantity and the international standing, stabilizing the China economic security. 2. Influence of the policy on enterprise i. Revises the foreign economic policy and the laws and regulations, encourages the enterprise towards foreign investment. But due to the enterprise’s economical scale, insufficiency of international talented personnel, at present, the Chinese enterprise foreign investment is mainly for the state-owned enterprise, the energy enterprise being primary. ii. At present, the main development for the policy guidance enterprise, mainly due to the government’s hope for stable strategic resources carried by the controlled type enterprise towards foreign investment, the rapid development of transnational scale, the market directed enterprise, mostly are level three industries, for pursuit of technology and overseas brand recognition, thus pushes forth foreign investment.
