During the transition period of China, there are still so many incomplete laws and insufficient systems in the whole environment of Institution, and these deficiencies just give the chances for corruption developing. In order to resolve the increasingly getting worst problem of corruption, the Chinese Communist Party propose some policies to reduce it, however, they are not really want to deal with it, they did it just due to the dire need. Under this circumstance, the Chinese Communist Party usually via some superficial and only nominally acts or new policies to try to resolve these problems. Therefore, the most important thing for the Chinese Communist Party need to deal with is continue to reform the economic environment deeply, establishing the system of market-based economy and also need to set up the System of Surveillance which independent from the government and enhance the concept to watch over the government for other parties, public opinions and their people.
