| Abstract: | 二十一世紀是全球化旅遊時代的來臨。在「地球村」的概念之下，觀光旅遊業應是最明顯的文化全球化的形式之一。台灣已從長期偏重製造的產業結構升級到以服務業為主要型態的產業結構，台灣政府也推展了幾項觀光計劃的實行。在兩岸相隔多年後，中國的民眾對台灣抱持著好奇的心態。
在2008年總統選舉後，馬英九先生對兩岸觀光交流釋出了善意。馬總統對於陸客來台灣觀光的是希望一天三千人、一年將有百萬人次來台灣。因此，在2008年7月4日周末包機和陸客來台灣觀光政策成行，緊接著是在2008年7月18日陸客來台灣觀光首發團登入，人數為2149人。這人數雖距馬總統提出的一天三千人數相距不遠，因此台灣人民對陸客開始有所期待，希望陸客的開放能帶動起台灣的經濟成長。但這前景並不如預期的快速成長，在日後的幾週下，陸客來台灣的人數呈現出有下滑的趨勢，
在台灣還未開放陸客來台灣觀光的情況下，中國和香港於2003年6月29日簽署《內地與香港建立於更緊密關係之安排》，並在之後推出了自由行的計劃，使香港旅遊人數頓時大幅成長。對中國內地的居民來說，香港已從高不可攀的天堂變成觸手可及的鄰居。港澳自由行的變化歷程對台灣正在實施開放的陸客來台灣觀光是個良好的借鏡，面對港澳自由行計劃振興了香港經濟，因此開放陸客來台灣觀光效益是引人注意的。關於對陸客來台灣觀光開放後，不論是來台灣的人數或對推動台灣經濟，都有各方面的意見存在。
面對開放陸客自由行，台灣方面應重視並採取正確的因應方式。未來在設計旅遊行程上應配合不同族群推出不一樣的行程。目前，陸客是以環島行程為主；而台灣政府應該多爭取舉辦各式各樣國際性的活動或是台灣本身的節慶活動，為「台灣」這品牌做免費的宣傳。重點是台灣準備好要給陸客看看怎樣的台灣，這樣陸客對台灣才能留下深刻的印象。因為，花費高額的團費如果只是隨處看看留念的，旅客對台灣的印象可能會是個記憶。讓陸客留下深刻的回憶，讓陸客可以進行深度旅遊，陸客自由行的開放應該只是時間上的問題。
The 21st century is globalized traveling time coming. Taiwan from the long-term imbalance manufacture industry upgrading to take service industry as the main state''s industrial structure, Taiwan government has also promoted several sightseeing plan implementation.
After 2008 presidential election, Taiwan’s president released the good intentions to China. He hoped that arriving on Taiwan can one day of 3000 person, one year will have 1,000,000 people to come Taiwan. Therefore, both of the policy which are weekend the airplane and the first batch of mainland tourists to take place in July 4, 2008, then the mainland tourists arriving on Taiwan in July 18, 2008 , it are 2149 people. Although this policy is near one day of 3000 people, But this prospect and was inferior that the anticipated fast growth, the several weeks pass , the mainland tourists has the sliding to tendency.
China and Hong Kong signed ”CEPA” in June 29, 2003 , and after has promoted free and independent travel plan, caused Hong Kong grow economy immediately. The Hong Kong and Macao free and independent travel plan is a good prototype to Taiwan
Facing opens Mainland tourists arriving on Taiwan is free and independent travel plan, Taiwan Government should take seriously and adopt correctly way in this policy. In the future, the trip should coordinate the different tribal grouping tribal group in the design schedule. Mainland tourists arriving on Taiwan is free and independent travel plan should only be in the time question. |
