本文首先在深入瞭解中共睦鄰外交政策形成之背景、實質內涵及戰略目標，以及越南在其中之定位，以作為其後論述分析之依據。 另除探討「中共睦鄰外交」內涵外，並按時間縱軸，掌握中共對越南外交政策演變，以從中發掘中越關係發展良窳，是否與中共推動睦鄰外交政策有所關連，若然，其影響因素為何。何以兩個同屬社會主義之國家，仍然出現緊張情勢，甚至出現大規模戰事。 此後，本文按政治、經貿、安全、文化等面向來檢視中共對越南睦鄰政策實踐成果及遭遇問題，結合中越關係發展，評估中共推動睦鄰外交政策前後，雙方關係變動情況。 最後即是對照全文，清楚掌握中越關係變化之因素，以及中共推動睦鄰外交政策得失，以解答該政策能否促使中國國力增強，成為區域性強國，以及達致消彌中國威脅言論目標，使周邊國家不視其為潛在對手之戰略目標。 This study primarily aims to probe the background, essence and strategic goal of China’s Good-Neighbor Diplomacy, as well as the position of Vietnam, in order to serve as the basis of further dissertation and analysis. In addition to investigating the content of China’s Good-Neighbor Diplomacy policy, this study also investigates the progress of China’s foreign policy towards Vietnam in the light of previous events, and uncovers whether there is a connection between the development of Sino-Vietnam relations and the Good-Neighbor Diplomacy policy; and if so, what are the determining factors? This study also asks why there are certain tension and even a large-scale war between the two socialist countries. This study then examines the real achievements and problems encountered from political, economic, security and cultural perspectives. Combined with the development of Sino-Vietnam relations, this study evaluates the changes before and after the implementation of the Good-Neighbor Diplomacy. Through comprehensive analysis of the whole study, we will be able to clearly comprehend the factors influencing the changes in Sino-Vietnam relations resulting an understanding of the positives and negatives of China’s Good-Neighbor Diplomacy. The purpose of which is to explain if the policy will strengthen China and make it a regional power; as well as dispel the “Containment against China” strategy and stop neighboring countries from seeing China as a potential strategic adversary.
