    摘要: 1999年10月7日李登輝鄭重向海內外全體中國人宣告成立「國家統一委員會」並宣示「中國的統一不是遙不可及的夢想，身為中華民國總統，維護國家領土主權的完整，是無可旁貸的職責」。國統會及國統綱領成立後，一直未使用，雖然2000年5月20日陳水扁總統就職演說，宣示「四不一沒有」，其中「一沒有」，即指「沒有廢除國統綱領問題」。2006年1月29日，陳水扁總統於新春大年初一指「國統會、國統綱領是否要廢除，已經到了好好認真、嚴肅考慮的時刻，且時間上已經很成熟」的宣示，為廢統政策向前跨一大步。2006年2月28日陳水扁總統批示同意「國家統一委員會」終止運作，「國家統一綱領」終止適用，並依程序送交行政院查照。本研究針對陳水扁總統「終統」前美「中」台之政策與關係，陳水扁總統宣示「終統」之決策過程，「終統」之後美「中」台關係進行探討與批判希望能為兩岸關係貢獻一些見解，以供各界參考。
    On October 7, 1999, former president Lee Teng-hui solemnly declared the official establishment of National Unification Council (NUC) to the Chinese community worldwide. In his declaration, Mr. Lee proclaimed that “Unification of China is an unattainable dream, and I, as the president of the Republic of China, bear the sole responsibility to maintain the sovereign integrity of national territory.” While the NUC and the subsequent Guidelines for National Unification have lied aside without putting into practice since.

    On May 20, 2000, president Chen Shui-ben in his inauguration speech, proclaimed a
    new cross-Strait policy of “Four Nos and One Without,” in which, he pointed out
    that the One Without indicating there is no issues whatsoever concerning the abolishing of Guidelines for National Unification. Then again on January 29, 2006, president Chen in his New Year Message, further stated that "Now is an appropriate time to seriously consider abolishing the National Unification Council and the Guidelines for National Unification in order to reflect the current state of Taiwanese consciousness," marking a giant step towards abolishing of Guidelines for National Unification. On February 28, 2006, president Chen officially ordered the ceasing of function of NUC and the application of Guidelines for National Unification, which the Executive Yuan was at the same time notified.

    This study intends to explore the corresponding policies and relations in the U.S-Chin-Taiwan diplomatic triangle, before and after the abolishing of Guidelines for National Unification, and the decision-making process concerning president Chen’s proclamation. Hopefully, through an in-depth discussion and criticizing review, more insights will be yielded as reference for academic and governmental sectors in their cross-Strait policy-making process.
