摘要:	自1991年起，中共鑒於「波灣戰爭」、「科索沃戰爭」及「阿富汗戰爭」等戰役中得到啟示，尤以2003年第二次美伊「波灣戰爭」中，美軍發動戰爭前，即實施「法律戰」、「輿論戰」與「心理戰」等「三戰」作戰模式，此一模式啟發了共軍實施「三戰」的戰略新思維，以作為打贏高科技「信息化」局部戰爭的準備；共軍認為現代心理戰已超越下列空間；譬如平時與戰時、敵前與敵後、軍人與百姓。更可在國際社會或中華民國國內政治、經濟等方面加以運用。基此，2003年12月解放軍修頒「政治工作條例」時，就明確提出全盤心理戰概念，列為領導戰時政治工作內容的要點。本論文分為六個章節。首章為緒論，第二章分析中共對台心理戰的理論，並敘述中共心理戰的歷史背景與發展，以提供吾人瞭解中共對台心理戰發展背景的基本概念；第三章敘述中共對台心理戰的各種模式，裨利吾人瞭解中共對台心理戰的戰法，以及瞭解中共何以能在面臨國際情勢的變遷，適時調整對台心理戰的作法；第四章探討中共對台心理戰的影響策略，以作為我國精進「心戰制度」專業化的借鑑；第五章旨在探討中共對台心理戰的反制之道。並積極培養高素質的心理戰人才，提供專業的心理戰戰術、戰略，使我國能夠隨著時代須要，進而因應來自中共各方面的挑戰。綜上所述，中共對台心理戰策略，已成為中共國家戰略的重要任務。本文結論係根據前五章，歸納出研究發現和後續研究方向，期能精進我國心理戰「戰術」與「戰法」之研究，進而有效破解中共心理戰的攻勢與作為。 From 1991 on, China has been inspired by various warfare such as Gulf war, Kosovo conflict, and Afghanistan War. The concept of “three wars”, which refer to psychological, legal and media, utilized by the US military in the Gulf War Ⅱ broke out in 2003 initiated PLA’s new strategic thinking of three wars and preparation for defensive operations under modern and high-tech conditions. PLA considers that modern psychological warfare has gone beyond peacetime & wartime, in front & in rear of enemy, and soldiers & civilians; even, it could be used in international society or political and economic scenario in Taiwan. Consequently, PLA clarified the concept of psychological warfare and included it a part of political work while revising and publicized the “Political Work Regulation” in December 2003. There are six chapters in this thesis. Chapter l is the introduction. Chapter 2 analyses theories, background and development of PLA’s psychological warfare toward Taiwan, so as to provide basic understanding of the concept. Chapter 3 introduces various methods PLA uses and adjustments made in accordance with international changes. Chapter 4 discusses strategies, influence and potential problems in PLA’s psychological warfare to the island, and serves as referenced in promoting Taiwan’s professional system in setting psychological warfare strategy. In Chapter 5, the author try to propose countermeasures for Taiwan to fight against PLA’s psychological warfare tactics, such as to nurture talents in the field, and change with times to face challenges. Lastly, based on these chapters, in the conclusion the author hope to induce research findings and new directions for Taiwan military forces to effectively break attacks and schemes from PLA.
