    摘要: 自2000年後,台商在中國大陸的投資出現兩項趨勢:在投資地區方面,由廣東移轉至江蘇;在投資行業方面,電子業成為最主要的投資行業。而在蘇州地區,有極高比重的台商企業是從事電子相關產品的製造生產,當台商電子業在蘇州地區形成產業群聚,當地電子業的競爭力將隨之大幅提昇、社會經濟也將隨之發展。另外,由於台商電子業者在全球電子業分工中亦扮演重要角色,蘇州地區群聚現象的形成,也將進一步牽動全球電子業的發展,影響十分深遠。
    本研究藉由訪談19個2002年前在蘇州地區設廠的台商電子業個案,導入Michael E. Porter的鑽石體系,分別依:壹、生產因素;貳、需求條件;參、相關與支援產業;肆、企業策略、企業結構與同業競爭等四項要素,分析台商電子業在蘇州地區形成產業群聚所具備的條件;再探討中國大陸中央政府與蘇州地方政府在吸引台商電子業於蘇州地區設廠時所扮演的角色;最後整理出在蘇州地區設廠的台商電子業者及其產品,檢視群聚現象是否形成。本研究得到下列三項結論:
    壹、台商電子業在蘇州地區的群聚現象已經形成。
    貳、台商電子業選擇在蘇州地區設廠的因素已形成鑽石體系。
    參、中國大陸政府在台商電子業者選擇在蘇州地區設廠扮演重要角色。
    Ever Since Year 2000, there are two tendencies towards Taiwanese enterprises investing in China. Firstly, the investing area moves from Guangdong to Jiangsu. Besides, the electronics industry becomes the head. In the area of Suzhou, a great number of Taiwanese enterprises are engaged in electronics related business. When Taiwanese enterprises form the industrial cluster in the area of Suzhou, the competitive ability of Suzhou electronics industry will grow substantially and social economics will be expanded at the same time. In addition, as Taiwanese electronics enterprises play an important role in the global market, the formation of cluster in Suzhou will affect the development of all enterprises in the world. The impact is deep and far.
    The study includes 19 case study of Taiwanese electrical business which established factories in Suzhou before 2002 (with my direct interview). Applied the diamond model of Michael E. Porter: (1)factor conditions; (2)demand conditions; (3)related and supporting industries; (4)firm strategy, structure and rivalry, the study analyzes conditions for Taiwanese enterprises to form a cluster in the area of Suzhou, probes into the roles of central government and Suzhou government of China in pulling Taiwanese business in, and views if the cluster forms or not by putting all the Taiwanese electronics enterprises in Suzhou and their products together. The study comes up with 3 conclusions.
    1.The cluster of Taiwanese electronics enterprises was formed.
    2.The reasons of Taiwanese electronics enterprises to choose Suzhou to establish the factories had formed the diamond model.
    3.China government plays an important role when Taiwan electrical businessmen made the decision of factory location.
