台灣的文建會，於2000年11月訂頒「行政院文化建設委員會九十年度試辦閒置空間再利用實施要點」後，開始積極推動國內「閒置空間再利用」的發展。鑒於此，為求提供給國內策劃者與操作者，有更多元之參考資源，本研究將以法國，及其在推動建築與文化資產再利用事務之歷程與策略，作為研究主軸。目的要瞭解法國在閒置空間再利用操作上的發展情形，並針對實際的案例，進行文獻之回顧探討與分析。本論文選擇四個案例研究，分別為：北部巴黎市的藝術棧道、東南部維勒那芙．列．亞維儂市的查爾特勒文化交會中心、中部里昂市的高盧古羅馬劇場、南部馬賽市的拉費胥藝文特區。並共有四項探討重點，分別是：（1）空間評估與規劃方針；（2）營運模式與行銷策略；（3）經濟效益與城市發展；（4）公眾教育與文化推廣。 透過本論文對法國之四個實際案例，進行整理歸納與分析後，有幾項研究發現：（一）活化案例是依據當地資源的特點與提供，來發展出再利用特色；（二）空間活化案例，對保存與再利用的工作皆重視；（三）公部門對於舊建築再利用的積極推動與支持；（四）再利用案例在活動策劃上具創意性；（五）再利用案例振興當地城市經濟；（六）再利用案例活絡當地城市文化觀光；（七）再利用案例以公眾教育與文化推廣，作為經營發展宗旨。 藉由本論文的研究，所獲得的結論是，「閒置空間再利用」為有助於城市發展的一項積極策略。並且，針對國內在閒置空間再利用的發展與推動上，提出建議，以供參考與做為借鏡。 After 60’s, the traditional preservation idea regarding the architectural heritage in Europe started to progress to thoughts of rehabilitation and reuse of significant buildings. Until now, it has become a transnational movement regarding the reuse of historic monument. In Taiwan, Council for Cultural Affairs impelled this movement positively after 2000. Therefore, domestic development of reuse of vacant spaces is growing vigorously. In view of this fact, in order to provide more multi-dimensional reference resources for domestic masterminds and operators, the situation and the strategy of reuse of cultural property in France is selected as the spindle of the study. France has become one of the countries which develope complete and efficient legislative procedures and mechanism in the cultural property protection work in decades. The process of this study includes two aspects. First, to comprehend the circumstances of development regarding the reuse of vacant spaces in France. Then, to aim at the case studies. The dissertation includes four case study sites located in France, they are：（1）Viaduc des Arts in Paris（2）La Chartreuse in Villeneuve lez Avignon（3）Théâtre gallo-romains de Fourvière in Lyon（4）La Friche la Belle de mai in Marseille. The following four areas are analyzed and discussed：（Ⅰ）Spatial appraisal and Planning policy（Ⅱ）Pattern of operation and Strategy of promotion（Ⅲ）Economic benefit and City development（Ⅳ）Civic education and Cultural popularity. In conclusion, after the case studies through France, several suggestions are proposed for domestic instances. Besides, the thesis is also as reference provided for the policymaker and operator while they are dealing with affairs of reuse of vacant spaces.
