    Abstract: Recently, it has become very obvious that we are entering into an information age. People transact business via computer network, such as retrieving information, buying goods, paying bills, etc. People communicate via computer network, such as reading network news, mailing electronic mails, joining in interested groups, etc. This changing by computer network affects not only personal lives but also social structures. When educators face this dramatic changing, it is time to consider what kind of change the education system needs to adopt. For example, how do you, as an instructor, use computer network in class? How do you, as an administrator, provide information and resources to teachers? In summary, how we enrich education quality by using this new technology is one of the most important issues these days. Therefore, the purpose of this study is to produce an Internet CAI, to go through the process and familiar with the skills, and to compare with traditional CAI and Internet CAI. The significance of this study is to provide an CAI courseware on intent, to be familiar with the Internet CAI skills in order to improve the CAI quality, and also to exchange the experience with other CAI producers in order to evaluate the cost effectiveness and efficiency of the Internet CAI. The process of this Internet CAI is based on the traditional CAI process and theory. There are content experts, instructional designers, and elementary teachers to produce this product. One product uses the traditional CAI courseware to reproduce an Internet CAI. There were three steps to produce the Internet CAI. First, by using HTML, programmers produced the courseware as a multimedia Internet CAI without any test items. Second, test items, such as true or false, multiple choice, jig saw, were put into the Internet CAI to improve the interaction. Then, programmers added the communication function, such as electronic mail, in order to make the Internet CAI different from the traditional CAI. Comparing the traditional CAI to the Internet CAI, there are no differences on the test effect, animation effect, and voice effect. However, there are some differences between transfer rate. The CD ROM rate on CPU 586 is quicker than the translate rate by using modem. On the producing time, it is much easier to program an Internet CAI than a traditional CAI. producing an Internet CAI is much more efficient than producing a traditional CAI. As the result of this study, it is optimistic to predict that the trade of Internet CAI will occure therefore, further studies are needed.
