The Central Police University (CPU) is the only institute that is responsible for police higher education in Taiwan. The two-year recurrent education program is the unique ' channel through which more than seventy thousands of police can earn a bachelor degree and an instant promotion. However, the current problems for the recurrent education are limited learning opportunities, incompetent curriculum and low cost-effectiveness. Therefore, there is a critically urgent need for technology-based learning solution to the in-service training of police in Taiwan. A learning technology infrastructure forms the focus of this paper. As the infrastructure building up, it could foster high capacity of police and promote the police learning organizations in the near future.
