    Abstract: 教育部有鑒於我國高等教育量已達飽和,為避免資源稀釋,並去蕪存菁,提高品質,乃於2005年提出「進退場機制」,對大學校院未來生存與發展產生很大的衝擊與影響。本文之所以以「退場機制」為論述重點,主要是基於:(一)歐美各國,如英、美、加等國大學採取「退場」已行之有年,其做法及經驗,可資我國參考與借鏡;(二)退場所採取的方法,其中無論是停辦、解散或改制,所涉及的後續問題甚為複雜與棘手,處置不當,對學校所有當事人及社會均有很大的影響,不可不慎。基此,本文首先對歐美大學引進「退場機制」的正當性作一分析;其次,陳述歐美各國大學退場的做法;第三,建構我國高等教育「進退場機制」,從政策、理念及措施上作一檢視;最後,提出結論及建議,供作參考。
