Abstract:	教育部有鑒於我國高等教育量已達飽和，為避免資源稀釋，並去蕪存菁，提高品質，乃於2005年提出「進退場機制」，對大學校院未來生存與發展產生很大的衝擊與影響。本文之所以以「退場機制」為論述重點，主要是基於：（一）歐美各國，如英、美、加等國大學採取「退場」已行之有年，其做法及經驗，可資我國參考與借鏡；（二）退場所採取的方法，其中無論是停辦、解散或改制，所涉及的後續問題甚為複雜與棘手，處置不當，對學校所有當事人及社會均有很大的影響，不可不慎。基此，本文首先對歐美大學引進「退場機制」的正當性作一分析；其次，陳述歐美各國大學退場的做法；第三，建構我國高等教育「進退場機制」，從政策、理念及措施上作一檢視；最後，提出結論及建議，供作參考。
