    Abstract: 在傳統水權交易制度下 ,不同用戶之間的水權交易可能會減少交易雙方之間河段、以及后續河段的留川水量。由于此第三者負效應的存在 ,水權交易一直難于應用與實施。本文設計了一套簡單易行的水權交易比率制度。首先 ,政府規定各河段的最小留川水量需求 ;接著 ,根據留川水量需求決定各河段水權的初始分配 ,并根據交易雙方用水的回流系數規定各用水者之間的交易比率。
