Abstract:	申請加入世界貿易組織係政府重要之經貿與外交政策目標。然而，在申請加入過程中，一項經常為人所忽視的議題是，加入世界貿易組織對產業之間人力資源移轉的影響究竟如何? 由於對於這樣議題的普遍忽視，以至於迄今為止，政府尚未就此議題提出具體的因應策略。基於「世界貿易組織會對產業結構產生衝擊、進而會影響到人力資源在產業之間的分佈」這樣的前提，本文試圖藉由經濟模型推估人力資源因為加入世界貿易組織而在產業間移轉的情形，並針對移轉情形來檢討現行就業安全制度的缺失，進而提出政策建言。
