Abstract:	因應知識經濟時代，政府必須讓內部員工分享政府組織知識，進而創造政府組織知識以強化政府服務績效，而透過一套準確有效率的知識管理系統運作機制，正可滿足此一需求。故本研究以設計知識管理雛型系統配合深入訪談的方式，來探討政府機關知識管理系統應具備的功能與架構，以及政府機關知識管理系統的需求。本研究採用系統發展研究法，利用開發工具建置政府機關知識管理雛型系統，並以雛型系統為研究核心，針對內政部4位業務部門二級主管及3位資訊部門二級主管分別進行深入訪談。最後研究結果發現，政府機關知識管理系統的架構應以首頁為知識資源入口，並包括文件管理、資訊搜尋、工作流程、協同運作、與權限控管功能，而系統設計上，應以人為出發點，重視個人化及資源整合，並強調互動溝通。
