職能不僅是當代甚具威力的人才塑造術與教育訓練方法,更是企業持續發展的經學技術。企業若欲強化人力資源的競爭優勢,必須建構職能本位的人力資源管理體制。然而,我國企業導入與應用職能的狀況,並不理想。職能的導入與應用之過程中,必須有賴高明的創意與創新行動,方能克服各種問題的挑戰。現行的創新研究,大多是以技街創新、產品創新、行銷創新、組織創新為主其中,雖然有許多研究結果強調人力資源對創新的重要性,卻鮮有深入探討。為此,本研究嘗試以創新管理的觀點,運用個案研究法探討職能導入與應用之成功要素,期能幫助我國企業順利運用職能,進而創造優質的國際競爭力。 Competency is not only a very powerful development method to train and sharpen talents, but also the management technology to enhance enterprises' competitiveness. If
enterprises want to strengthen the competition advantage of human resources, it needs to build and implement the competency-based human resources management system. However, enterprises of our country are in an unsatisfactory situation when introducing or applying the competency. To solve this problem, it highly requires creative ides and innovative action. Conventionally, the study of innovation tends to focus on subjects such as technical innovation, product innovation, marketing innovation, organizational innovation, etc. There are some works which emphasis the importance of human resources but do not discuss that profoundly. Hence, with an innovation management view this paper conducts a case study to explore success factors for the introduction or application of competency, and hopes to boost the use of competency for enterprises and enable them to create better competitiveness.
