    Abstract: 如果以國會的亂象為當前政治停滯的表徵，我們以為，在未來的三年裡，陳水扁總統要解決的是三個政治三角習題，第一個三角是三大黨之間的合縱連橫，第二個三角是民進黨內部黨中央、立院黨團、以及行政部門間的聯繫，第三個三角是行政部門裡頭總統府、行政院、以及部會間的整合。
