    Abstract: 台灣戰後五十年來，經濟成長以及工業發展有成，有賴政府適時地推出適當的產業發展政策。而國內有關的產業政策研究，也常將焦點放在新興或成長產業上，鮮少關心相對衰退產業之相關政策。然而，也正由於產業前景不佳，易有惡性競爭出現，故政府相對應有的管制性政策，將在維持產業秩序中扮演重大角色。
    本研究針對砂石土方運送業進行研究，主要內容分別為: (1)研究還送砂石土方市場成員間之關連性; (2)分析砂石土方運送市場供需情況; (3)調查分析自用車、拼裝車輛載連砂石土方營運情況; (4)研擬行車安全管理程序與規範。
