Abstract:	選舉是民主國家要件之一，雖然它也出現在非民主國家，但是透過選舉出民意代表，制定符合民意的公共政策，政治也因而可以民主。惟從事競選是極為昂貴，不論是在人力物力均需要金錢作為後盾。若任其發展而未加以有效規範，則選舉往往帶來更多負面影響，不僅賢少而清寒之士無法參選，選舉因而成為少數富有者之專利。更甚者，將因政商掛鉤與利益輸送影響到公共政策之品質與公正性，大多數人將未蒙其利先受其害，對於國家經濟發展與社會安定均有不利影響，因此以制定法規來規範競選經費，是大多數民主國家所採取的趨勢。本文即是針對我國之競選經費規範作一研究分析。詳言之，包括競選經費之捐助來源及限制、競選費用之支出限制、以及公費補助競選。相較於外國，我國實施競選經費管制之時間尚短，對於競選經費問題尚未建立一套完整理論。因此必須參考外國發展經驗，做為我國處理類似問題之參考。基於此，本文第二及第三節各別探討美國及我國的選舉經費法規之沿革。第四節則針對我國的規範競選經費法規作一問題研究分析並提出建議。雖然以法規來限制競選經費並非治本之道，但若是有效的規劃和提出可行之道，或能將金權政治的惡質化控制在一定的程度。職是之故，政府應儘速將陽光法案及早通過，以因應國家社會之需。 Resources needed for campaigns include not only money and workers but also an attractive candidate, active support from a major party, supporter from nonpartisan groups, and knowledge about issues and voter attitudes. The problems of acquiring money have been frequently noted, but very few previous studies have analyzed systematically. By comparing the experience of US campaign finance reform, this paper suggests several reforms for Taiwan.
