    摘要: 國家發展成功與否和社會之關係是休戚相關的。然而兩者所依存之關係在現實環境很難清楚界定,此種情形在開發中國家特別明顯。有鑑於傳統的研究法(國家中心及社會中心)無法提出合理解釋,本文試提出第三種研究途徑法(互動模式)。此模式主張應對國家如何制定政策與社會如何因應政策相提並重才能掌握和了解開發中國家整個發展過程及其成功關鍵之所在。本文要旨在於經由提出三項命題來探討開發中國家政策產生過程,並主張就長期發展而言,國家的政治和經濟政策是經由國家與社會在彼此互動中所形成。
    As is well known, a nation's development is closely related to state-society relations. Nevertheless, the relations between state and society has always been difficult to define, especially in developing countries. Since the conventional approaches - state-centered and society-centered - are inadequate to deal with this problem, this paper presents an alternative approach - the mutual interaction model - begining with an assertation that paying equal attention to the state and society where the policy is made and affected is critical in understanding the development process. The main theme of this paper is to expose the policy process through three propositions. It suggests that a nation's political and economic development strategies are shaped through the interaction between state and society.
