    Abstract: 隨著公私部門合作情形的增加,兩者之間的分際逐漸模糊。事實上,國家機關在進行政策選擇時,必須經由不同的管道,在機關內部以及公民社會團體之間,就各種議題進行溝通協調,取得政策共識。然而,在公益彩卷決策過程中,由於國家機關與社會團體未能建立相互授能關係,致使公益彩卷發行後,並未達到當初預期的政策結果。基此,本文試圖運用相互授能的觀點,來分析我國公益彩卷之發行。本文認為國家機關倘能經由授能,在機關內部以及公民社會團體間形成一個相互依賴的網路,將可建立合作共榮的互惠關係。
    With the increasing of public-private cooperation, the boundaries between two parts had blurred. When choosing policy, the state not only needs to coordinate within the bureaucracy, but also to communicate with the civil society via different channels. However, since the state and civil society cannot establish the concept of mutual empowerment, the non-profit lottery did not carry out the intended results. Applying the concept of mutual empowerment, this paper suggests if the state and civil society can establish an interdependent policy network.
