    Abstract: 本文係以台灣半導體產業政策為研究個案，主要運用政策工具研究途徑，探討過去產業政策手段的利弊得失，以及未來產業政策工具的最適走向。文內首先回顧過去相關之政策工具理論，歸納出選擇政策工具時較顯著的四項衡量要素，據此建構「最適政策工具選擇標準」。其次分析台灣自一九六０年代政府所推行之重要半導體產業政策，推導出各項政策所使用的政策工具類型。最後再以「最適政策工具選擇標準」，檢視政府半導體產業政策工具運用是否得當，並提出政策建議。
