Abstract:	自民國八十年起，公共建設推動造成對砂石的需求大幅提高，使得砂石運送之需求大幅成長。由於砂石大量使用公路運具運送，造成交通惡化、環境污染、路面及橋樑嚴重被破壞等負面影響。相關部門雖已加強管理，仍然無法有效改善砂石車之問題，顯示砂石車在安全以及管理上仍有很大的改善空間。回顧相關文獻發現，缺乏直接針對砂石運送業之整體經營環境進行產業分析的研究，加上近年來國內整體經管環境產生質變與量變，使得砂石運送業的經管日趨困難。本文藉由調查砂石運送業之經管現況，了解其經營方式與特性，透過對砂石運送業之產業分析，探究其一般環境與產業特定環境，並從產業發展角度研擬策略，以提供業者經管管理及政府制定政策之參考。
