This paper provides specific suggestions for how to teach Taiwan's junior high school students to see themselves as citizens of the world. Based on Glock's 1955 "panel method" and Gordon & Helmer's 1964 "Delphi method," the paper develops and presents ten categories of concepts and sUb-concepts that should be introduced to junior high school curricula in Taiwan. These concepts include, for example, gender inequality, human rights, world peace, and environmental issues.
