    Abstract: 民眾透過「1999 為民服務專線」反映地方問題之後,其問題是否合理有效分派到適當機關局處並且獲得處置,可以被當成縣市政府回應民意,甚至獲得人民肯定之關鍵因素。也因此,如何藉由處理民眾反應內容的巨量資料來進行文字雲與時間熱點的大數據分析,進而推動 1999 專線受理標準作業處理程序、釐清不同單位職權下以為合理分案、增進地方政府組織內部溝通順暢,優化「1999為民服務專線」品質及服務效能,變成當下地方治理重要課題。
