Abstract:	習近平自 2012 年中共 18 大起,接替胡錦濤成為中共總書記、中共中央軍委會主席,再於 2013 年人大通過成為中國國家主席,集中共黨中央領導權、中國解放軍軍權、中國國家行政權,集黨政、軍權於一身。這是中共歷代領導人,除了毛澤東之外,擔任領導人之初就掌握黨、政、軍權的中國領導人。習近平擔任領導人後,對於中國國家體制、中國共產黨、中共解放軍開始進行一系列改革。改革目的隱含政治鬥爭,包含集權與肅清政敵之外,也確實反映習近平,對於黨、政、軍思想特色與個人色彩。改革的對象正是,中國在中國共產黨施政下的弊端。軍改是此次黨、政、軍改革中,最為劇烈與關鍵者。了解習近平推動軍改實際內涵,應可探索與掌握習近平戰略思維。
