本論文將針對日本、美國與中國因著新冠武漢肺炎所帶來的憲法問題進行探討，進行比較憲法學的分析，並針對其特徵、課題、實務上與制度上的啟發，對於台灣今後感染傳染病對策相關立法與政策提供建議。
This thesis will discuss the constitutional issues caused by the new crown Wuhan pneumonia in Japan, the United States and China, conduct a comparative constitutional analysis, and focus on its characteristics, issues, practical and institutional enlightenment, and will be useful for Taiwan’s future infections. Provide suggestions on legislation and policies related to disease countermeasures.
