    Abstract: 國家創新系統的彈性與適應性關乎創新表現的能耐與潛質，而系統彈性與適應性的高低則可以從國家法令調適來觀察。本文自創新系統層級架構與政策工具選擇的二維觀點出發，分析著重穩定的國家法令如何作為具有彈性的創新政策工具，並以「無人載具科技創新實驗條例」之立法作為個案分析，進而提出政策觀點與建議。
