    Title: Benefit-risk Analysis of Big Data Management in Medium-altitude Earth Orbit Search and Rescue System (MEOSAR)

    Abstract: Several researchers have suggested that established marine big database in marine safety
    and strategy would likely affect their decision of ultimate success in maritime safety [1-4].
    However, research which empirically documented the link between marine big database
    toward changes in the Medium-altitude Earth Orbit Search and Rescue System (MEOSAR) [5]
    and their use of strategies is few. Therefore, the purpose of this study attempts to figure out
    how marine big database' establish about the relationship between the changes of
    developments in MEOSAR and their use of maritime safety strategies. This is preliminary
    research about relationship of marine big database and MEOSAR, comprised of several sets
    of criteria concerning marine safety [6], marine accidents [7], marine management, and so on.
    The analysis of the methods was conducted through improves developments in the marine
    accident data collection and maritime investigation report in order to indicate the direction of
    development marine big database. Preliminary results of this study show that a consistence
    between of the changes of developments in marine accident data collection and maritime
    investigation report. Conclusion, the research may be understanding the relationship between
    marine accident data and MEOSAR of strategy use, furthermore providing decision maker
    with a better understanding of how the development marine big database work and MEOSAR
    strategy use.
