    Abstract: 由於民眾反貪腐的意識逐漸高漲,政府的服務提供必須重新聚焦在「課責」的議題。本文以台北市政府執行中央政府「全民督工」的個案為例,闡釋在政府施政透明化的聲浪下,履行公民參與及行政服務的相關議題,包括:台北市政府全民督工的源起、回應機制、電子化服務及處理機制上,做一個初步的分析。本文總結認為,要提升政府服務提供的課責效果,在機制設計上還必須強化下面三點:使用新科技以降低公共治理成本、創造監督知識分享、以及與正式管控機制及績效管理機制連結等。
