    Title: 投票與開票之間的憲法思考

    Abstract: 為了投開票無縫接軌以及避免「作票」空間，根據選罷法規定，投票所在投票結束之後，即成為開票所。因此，本次選舉時間一到，小的投票所開始開票。然則，大的投票所外的人龍盯著手機直播開票。在網路的時代裡，不禁讓人省思，「一邊開票，一邊投票」是否會影響選舉人的投票意願，以及可能影響選舉結果。通常的「下午四點」投票截止時限，即同時為開票之始。是否即無變更的可能性，即成為討論之一。 此時，若從憲法的角度討論，則是與民主密切的投票的秘密與選舉自由的原則。
