    Abstract: 新政府運動的本質，乃在尋求建立「公私協力關係」(public-private partnerships)，經雙方共同承擔經營公共事務的責任，使人民的需求及福祉能得到最大的保障。這種公私協力關係，正因為能促進都市發展的健全與生機，而使之成為都市發展與開發事務中極重要的理念。在這樣的理解之下，本文曾先行審視國內有關公私部門協力之研究，發現其中多數相關研究均就質化訪談所得，提出關於成功執行公私協力之要件。所提出之要件，均就本身個案而來，但這些要件是否為成功執行公私協力之關鍵因素，卻未見相關論文探討，因此，本文試圖藉由德菲分析法來驗証前述相關文獻所提出之執行成功要件。
