    摘要: 2020年2月20日歐盟公布「人工智慧白皮書」旨在揭露數位化改革理念和行動，也反映歐盟最佳型態：開放、公平、多樣性、和民主和自信，以人為本的數位解決方案是歐洲社會的動力來源，此改革將為企業帶來推動新技術發展的機遇，並促進民主社會的開放有活力和經濟永續發展。數位科技是因應氣候變化和實現綠色轉型的關鍵推動力，歐盟所提出的歐洲數位策略和確保以人為本的人工智慧開發政策將是實現這些目標的第一步。

    在英國脫歐後，歐盟也首次面對2021-2027年跨年度財政預算考驗，歐盟有別於各國每年編列預算，歐盟財政計畫以7年為一期，且必須經過27個會員國同意。2月20日歐盟27個會員國領導人在布魯塞爾召開歐盟高峰會，討論重點有三項：歐盟2021-2027年跨年度財政架構，如何填補英國脫歐造成的資金短缺以及如何分配預算款項。

    本期學者專欄，邀請東海大學政治學系陳蔚芳助理教授，撰寫「歐盟新領導人與歐洲整合之未來」一文，分析歐洲議會大選後歐盟整合的未來展望。2019年5月下旬歐洲議會迎來五年一次的改選，隨之而來的是歐盟執政團隊換屆，本屆改選迎來首位女性歐盟執委會主席范德賴恩 (Ursula von der Leyen)，但在換屆的過程也充分反映歐盟會員國之間的政治角力，特別是關於執委會主席人選多日懸而未決，這也顯示歐盟內部的權力結構正在改變，其結果自然影響歐盟內部的政治動態以及歐盟政策的推進。
    本期讀者專欄，由淡江大學歐洲研究所碩士班胡妤瑄，分享「歐盟與會員國國會之關係—以預警系統為例」之研究成果，本研究聚焦於預警系統的介紹，探討歐盟與會員國關係，了解會員國會在歐盟的角色並以Monti II作為案例，闡述預警系統的實際操作，希望透過本文的介紹，讓讀者了解歐盟預警系統的樣貌。
    On February 20th, 2020, the European Union announced the "AI White Paper" to expose the concept and action of Digital Reform of the EU. Digital is a key enabler to fighting climate change and achieving the green transition. The European data strategy and the policy options to ensure the human-centric development of Artificial Intelligence (AI) presented today are the first steps towards achieving these goals.
    After Brexit, the EU also faced the challenge of the 2021-2027 MFF. EU's budget is different from other countries to set the budget every year. The Meeting on February 20th, 2020, focused on three items: 2021-2027 MFF, how to fill the shortage after Brexit, and how to allocate budget funds.
    The column of the scholar, we invite Assistant Professor, Chen Weifang from the Department of Political Science at Tunghai University to write the article "The Future of EU New Leadership and European Integration" to analyze the future prospects of EU integration after the European Parliament election.
    The column of the reader who wrote by Hu Yuxuan from the Master of the Graduate Institute of European Studies at Tamkang University, to share the research of the "Relationship between the European Union and Member States-Using the Early Warning System as an Example".
