Abstract:	國防二法的通過，代表著我國國防體制進入了一個新紀元，國防體制朝向軍政軍令一元化，與文人領軍的方向邁進，則為我國邁向一個真正成熟的、鞏固型的民主化政府奠基。政戰制度是國防體制的一部分，在國防體制邁向新紀元時，政戰制度也必須順此趨勢，朝向法制化、專業化發展。回顧國軍政戰制度的演變，與我國政治發展的歷程具有密切的關係，新的政戰制度究竟有何意義，其與當今中華民國政治情勢有何關聯，其對未來中華民國國防的影響為何，以及新的政戰制度在實施過程將面臨什麼困難等，這些都是本文主要討論的議題。 The approval of Two Laws of National Defense takes Taiwan's homeland security system into a new era Convergence of the military command and administration as well as the civilian control of military has contributed to a mature and solid framework of democracy in Taiwan. Political warfare system, an integral part of the homeland security programs, should be ready to conform to the trend of times to be legal and professional. It can be observed that our political warfare system has changed with the evolution of historical events. Thus, this paper discuss as the significances of implementing the new political warfare system, its relationship with the current Republic of China (ROC) political situation, and its effects on future ROC national defense system.
