    Abstract: 宋代地方祠廟神祇，若能展現靈跡，解決乾旱、水澇等問題，當地民眾自會向朝廷乞請敕額、封爵，以回「報」神祇的恩惠；同樣的，地方長吏能精確的處理獄訟、錢穀等事，使民眾無盜賊、冤獄、賦役之擾，除了設立生祠、德政碑外，也會向朝廷舉留長吏再任。凡此，皆顯現宋廷相當重視地方的民意，並以敕額、封爵、留任等方式，回饋有功於當地社會的神祇、長吏。
