    Abstract: 本論文旨在探討政府機關執行公文線上簽核對文書及檔案管理工作之幫助與效益,以A政府機關為例,探討線上簽核執行之影響,研究結果除了可以瞭解線上簽核系統運作及成效概況之外,還能從機關內部使用人員及文書檔案管理人員之使用情形,進一步作為線上簽核系統未來精進之參考,並提供研究建議,供政府賡續推動電子化政策之參考。採用「次級資料」與「深度訪談」之研究方法,分析公文線上簽核執行後之文書及檔管關鍵績效指標,並找出影響其工作成效之因素及因應方式。
    研究結果發現:系統的穩定性、系統功能及操作的設計、軟硬體設備規格、公文系統廠商與資訊單位有無相互支援等因素直接影響公文線上簽核系統之運作,並進而影響文書及檔案管理工作之成效,獲致研究結論如下:
    一、 各項文書作業節省許多人工作業流程,加速公文辦理時效,且省略公文紙張列印、用印及寄送之程序,節省郵資費用支出。
    二、 無須再以人工方式處理歸檔公文,節省許多時間,並降低庫房空間需求;另透過數位調閱檔案方式,有效節省查找檔案人力及時間,提升工作效率。
    三、 紙張使用量減少許多,印表機之碳粉使用量相對降低,更進一步減少公文郵資的支出,節省人力傳遞公文,直接縮短公文傳遞時間,達到節能減碳效果。
    最後針對研究發現,提出對政府機關與系統廠商具體之建議:一、對政府機關之建議為(一)改善軟硬體設備效能,讓公文系統主機運作穩定,檔案更安全有效的保存;(二)整合公文管理系統,節省系統開發費用,整合各項資源。二、對公文系統廠商之建議為(一)加強系統運作之穩定,確保系統的穩定度及簽核流程的順暢性;(二)擴充檔案上傳容量應擴充,改善系統容量存放之效能,使數位資料的保存更有保障。
    The purpose of this study is to explore the Records and Archives Management work help and the benefit by using Official Document Online Approval.
    Understood Official Document Online Approval operation and the result,as well as internal staff uses the situation,will future strive the reference as Official Document Online Approval,and will provide the research suggestion to take the computerization policy for the government the reference.
    Using “Secondary data analysis” and “In-Depth Interview” analysis of instruments and stalls key performance indicators,Identify the factors that affect the effectiveness of their work and how to respond.
    The conclusions are as follows:
    First, Speed up the official documents,Saving paper use and delivery,Save postage costs.
    Second, No manual way for archiving,save time,Reduce space requirements;
    Digital access to file mode,Save manpower and time,Increase work efficiency.
    Third,Paper usage is reduced,Printer toner use decreased,Reduce postage expenditure,Save manpower to pass documents,Shorten the delivery time,
    To achieve energy saving and carbon reduction effect.
