    摘要: 營建專案管理系統至今已經實行十餘年,但是開發軟體多未以共同資料庫交換架構為基礎進行發展,致使在強調軟體功能專業化的同時,卻引發更多介面轉換的問題,最後易因各專案管理方式不同,導致適用性之困擾。本文以營建專案管理資訊系統中存在問進行相關研究,透過問卷調查和實際工程案例調查分析營建專案資訊管理在軟硬體系統設置。並以資訊管理部門和人員、資訊傳遞等三個方面的現狀和存在問題探討。在發現問題基礎上,介紹了相關資訊管理理論和國內外現狀,列舉了目前先進的營建專案管理資訊系統。然後採用因果分析理論分析得出造成目前資訊管理整體水準較低的本質原因。主要包括觀念問題、相關系統設置、組織和人員、資訊傳遞等四個方面。
    本文主要採用文獻資料法、訪談法及調查問卷法開展本次研究。文獻資料法主要運用通過對營建專案管理系統平臺相關文獻進行搜集並予以分析整理;調查問卷法則用於對課題研究對象以訪談、問卷調研的方式,對包含業主、工程顧問公司、承包商、開發軟體商等研究物件實施深入訪談基礎上,與德菲法專家問卷調查可合併實施及分析,以獲得整體之結論。
    通過本次專家問卷調查進行調查研究以後,我們基本對專案管理資訊系統中軟硬體系統設置、資訊管理部門人員配置和資訊傳遞這三方面的現狀有了一個大致的瞭解。同時在調查過程中,我們也發現了目前存在資訊管理這幾個方面存在的一些問題。(1)資訊管理軟硬體系統認識方面,存在專案各單方之間的配置不平衡、專案管理資訊系統配置相互不對襯、缺乏先進的資訊管理理念和組織保障等問題;(2)資訊管理部分和人員設置方面。大部分專案沒有實現資訊管理工作由專門部門和專職人員負責,兼任現象很普遍。同時資訊管理人員的專業素質方面也存在問題,大部分都不具備建築工程專業知識背景;(3)資訊傳遞方面。營建專案管理資訊傳遞方式仍然是採取傳統的方式進行,主要的資訊傳遞媒介仍以紙張為主;專案現場資訊傳遞存在時效性差、有效資訊缺乏、無效資訊氾濫和資訊丟失等問題普遍存在。針對以上發現的問題,作者從政府、企業、供應商等多個方面提出建議性的解決對策。

In this paper, the construction of project management information system exists to ask the relevant research, through the questionnaire survey and the actual project case investigation and analysis of construction project information management in the hardware system settings. And the information management departments and personnel, information transmission and other three aspects of the status quo and problems. On the basis of finding the problem, the author introduces the relevant information management theory and the present situation at home and abroad, and lists the current advanced project construction information system. And then use the causal analysis of the theoretical analysis of the current information management to achieve the overall level of the underlying reasons. Including the concept of the problem, the relevant system settings, organization and personnel, information transmission and other four aspects.
    This paper mainly uses the literature method, interview method questionnaire to carry out this research. The questionnaire is used to collect and analyze the relevant literatures of the project management system platform. The questionnaire is used to analyze the questionnaire, and the way of the questionnaire is to include the owners, the engineering consultants, the contractors, the development Manufacturers and other research objects on the basis of in-depth interviews, with the Delphi Philippine expert questionnaire can be combined with the implementation and analysis to obtain the overall conclusion.
    After conducting the investigation and study of this expert questionnaire, we have a basic understanding of the status quo of the hardware system setting, the information management department staffing and the information transmission in the project management information system. At the same time in the investigation process, we also found that there are some aspects of information management there are some problems. (1) information management hardware system awareness, there are unbalanced configuration between the parties to the implementation of the information system configuration is fragmented, the lack of advanced information management concepts and organizational security and other issues; (2) information management and staffing aspect. Most of the projects do not achieve information management work by the specialized departments and full-time staff responsible, part of the phenomenon is very common. At the same time, the professional quality of information management staff is also a problem, most do not have the background of professional knowledge of construction; (3) information transmission. The construction of the project on-site information transmission is still in the traditional way, the main information transmission media is still paper-based; project site information transmission is poor timeliness, lack of effective information, invalid information flooding and loss of information and other issues prevalent. In view of the above problems, the author from the government, enterprises, suppliers and other aspects of the proposed solution to the proposed countermeasures.
