Abstract: | 金管會於2014年7月15日發布「保險業競爭力提升方案」,其中第六(四)點為「創新保險商品-保險金給付選擇權及實物給付型商品」,並於7月13日「人身保險商品審查應注意事項」中增訂「實物給付型保險商品」專章,規範人身保險業者辦理實物給付型保險業務,提供保險業者擴大服務範圍,逐步開放6項實物給付型保險商品。 台灣即將邁入高齡化社會,但目前商業保險銷售之商品仍以現金給付為主,對於高齡人口來說,實用性並不高。金管會開放壽險業辦理商業型「實物給付」保險,讓保障更貼近被保險人需求。有鑑於此,引發如下研究目的: (一) 讓保險保障真正用在被保險人身上並轉嫁長壽風險 (二) 擴大商業保險公司保單服務範圍 (三) 結合政府長照計劃創造更多老年化社會的周邊商機 (四) 有效運用實物給付於商業保險減輕社會負擔 由於一般社會大眾對於實物給付觀念尚待建立,各壽險公司對於實物給付之經驗亦不足,現階段對於保戶及保險公司來說實物給付型商品之研究也更顯重要,故本研究針對國內產官學者進行訪談並歸納結論,期為實物給付型商品之發展投注一份心力。 On July 15, 2014, the Financial Supervisory Commission (FSC) has issued the program to enhance the competitiveness of insurance, and the sixth point is “the innovative insurance products - payment option of insurance and benefits-in-kind insurance”. On July 13, “Chapter 11-1 of Insurance with in-kind benefit”, which regulates the insurance agent to deal with benefits-in-kind insurance as well as expanding the scope of services, was added to “Guidelines for Life Insurance Review” Besides, it gradually opens the 6 types of in-kind insurance products.
Taiwan is on the verge of entering an aged society, but existing insurance products are primarily cash payment focused, and for the elderly, they often represent something seen, but un-useful.
The Financial Supervisory Commission authorized opening of the insurance industry to provide commercial style “payment in kind” insurance policy coverage, which is much more suitable for the actual needs of the insured. As a result, the following research questions arose for this study’s objectives: 1. Allow insurance coverage to actual be applied to the needs of the insured for securing longevity risk. 2.Expanding commercial insurance firms scope of insurance policy services. 3.In conjunction with the government’s Long-Term Care Plan create more appurtenant business opportunities from the ageing society. 4.Effectively deploy payment-in-kind insurance in commercial insurance so as to reduce social burdens.
As the typical member of the public has yet to come to fully understand and appreciate the significance of payment-in-kind insurance, and the insurance industry lacks sufficient payment-in-kind policy coverage experience, in the current phase it is critical for both the insured and for the insurers to have quality research on payment-in-kind policies, so this study focuses on interviews with domestic Taiwan insurance industry participants, government, and academia, with integration of the discussion results, in the hope of making a substantive and practical contribution to the future development of payment-in-kind insurance products. |
